DREDGE's Passive Mode makes the monsters that normally attack your fishing boat non-aggressive. Black Salt Games documented the feature as a way to focus on fishing and the surroundings. The released v1.2.0 notes say it can be enabled through Settings at any stage.
That is a useful change if pursuit is what puts you off. It is not a promise that the sea, characters or discoveries become cheerful. Team17 still describes DREDGE as a sinister fishing adventure.
